A tie rod end boot is a flexible cover that keeps grease in and dirt and water out. Once it tears, grit gets into the joint and wears it quickly. A new boot seals the joint again, and doing it early is far cheaper than replacing the joint.

Expect a moderate job of about 1 hour. Get the car aligned once it is back on the ground.
